Jakarta, Aktual.com – The process of building a fast train from Jakarta to Bandung with a distance of 142 Km, which cost 5.5 billion threatened “stalled” or dormant. Because the Ministry of Transportation refused to an give license if PT Kereta Quick Indonesia China (KCIC) as a business entity organizer of the fast trains are not eligible the concession.
General Director of Railways, Ministry of Transportation, Herman Dwiatmoko said that no negotiations of the concession, the points listed in concessions are final.
“This requirement, there is no negotiation, if they want, please give the qualify, there will be no change in this concession,” said Herman Dwiatmoko at the Ministry of Transportation, Wednesday (3/2)
The contents of the concession as follows;
1. Concession period of 50 years, applicable since the signing of the concession agreement and can not be extended.
2. There is no fee concessions
3. Do not use the state budget funds,
4. PT.KCIC be obey to the laws and regulations applicable in Indonesia.
5. After the concession period ends, infrastructure delivered in a condition Clean and Clear (not pledged to other parties) and in a worthy operating condition.
6. The concession agreement can not be terminated unilaterally by the government in the future if there are changes in legislation.
7. Pemerintah will not give permits other rapid train within the station where the distance is less than 10 km from PT.KCIC
8. The Government may provide a means of operating permits other rapid train on the corridor infrastructure PT.KCIC after approval PT.KCIC.
9. The government does not provide a failure guarantee of the development and operation of fast trains caused by PT.KCIC.
“So, PT.KCIC ask to the legal guarantee certainly not to financial guarantees, because there are new rules and then suddenly revoked, if the project fails, it is their responsibility of them,” added Herman.
